Spain has a reputation, especially when it comes to property development for being more corrupt, or at least more obviously corrupt, then other nations within the EU.
Personally I think collusion between local politicians and property developers is a world-wide problem and no better or worse on average in Spain compared to other nations, yet still many think that Spain is inherently corrupt.
Transparency International, a global body setup to fight corruption has a list of 33 questions they ask of local authorities and the councillors elected or appointed to determine an index of corruption, and you'll happy to know Ronda is not amongst the most corrupt cities or districts in Spain.
A new website, El Corruptometro has been put together by José Cosín, a lawyer in Marbella, a city that has been rocked by allegations of corruption and Russian mafia money laundering. The site gives people like you and me a chance to see how corrupt or honorable or locality is.
The most corrupt cities in Spain are Benicarló, Barcelona, Algeciras, León, Jaén, Melilla, Burgos, Castellón de la Plana, Ferrol, and Cuenca. The least corrupt cities are Cartegena, Elvillar/Bilar, Marbella, Pontevedra, Salamanca, Málaga, Albacete, Estepona, Madrid, and Granada.
Notice the several Andalucian cities appear in both lists, hopefully by naming the corrupt cities and their councillors things might begin to change.
